The final five-and-a-half months of George Washington’s presidency, which will be chronicled in Presidential Series vol. 21 of the Papers of George Washington, were devoted to domestic and foreign relations issues that involved, among other things, Indian affairs, construction progress on the U.S. Capitol, heightened tensions between France and the United States, and diplomatic relations with the Barbary powers. Nevertheless, private letters to family and friends, containing moral and educational advice as well as words of comfort and empathy, still abounded in Washington’s correspondence as he approached the end of his political career.
In my opinion, one of the most interesting stories that began in an earlier volume of the Papers of George Washington is the career of Samuel Birch, a British officer who first appears in volume 20 of the Revolutionary War Series. Birch’s effort to capture Washington was certainly one of the more colorful episodes of the Revolutionary War, but I am also interested in Birch because his career vividly illustrates the many ironies of that complicated conflict.
Parades, feasts, and festivals were, in the words of historian Simon Newman, “essential components of early national popular political culture.” In the late eighteenth century, these activities allowed regular Americans to participate in politics to a greater extent than ever before. 1 In the nineteenth century, the public pageantry of parades became a more official and hierarchical (and more white and male) component of political party organization. However, in the 1780s and 1790s, participation in public political celebrations usually included a broad and diverse collection of citizens.
They say you crave what you cannot have. This was true for George Washington when it came to a formal education in the arts and sciences. Though his older half-brothers benefitted from schooling in England as adolescents, George did not. His father, Augustine Washington, died when George was only 11 years old, making it financially difficult for him to attend school. Although he was privately tutored in the following years, George Washington developed an insecurity about his lack of education and writing skills, which in turn motivated his words and actions, both public and private.

While Washington Custis’s letters to his grandfather during his first months away at school have not survived, George Washington’s letters to his grandson provide insight into his role as father figure to the young man. Both the president and the grandson lost their fathers at an early age: George Washington at eleven, and George Washington Parke Custis at only six months. By writing these letters of advice the father of our country was imparting wisdom similar to what he might have received from his own parent.
